Perancangan Sistem Pendukung Keputusan Penilaian Kinerja Operator Berdasarkan Kombinasi Ukuran Objektif dan Subjektif

PERANCANGAN SISTEM PENDUKUNG KEPUTUSAN PENILAIAN KINERJA OPERATOR BERDASARKAN KOMBINASI UKURAN OBJEKTIF DAN SUBJEKTIF

Abstrak : Perusahaan tekstil di Tangerang memiliki unit Spinning untuk memproduksi benang yang digunakan sebagai bahan baku kain. Penilaian kinerja 42 orang operator di unit Spinning 3 berupa grade A/B/C/D/E yang dipergunakan untuk menentukan besarnya insentif tiap operator. Ketentuan pemberian grade sudah diatur oleh perusahaan yaitu berupa: Grade A= 5%, B=20%, C=50%, D=20%, and E=5% dari semua operator. Saat ini, unit Spinning 3 hanya menggunakan kriteria kehadiran dalam menilai kinerja operator, sehingga sulit membedakan kinerja antar operator dan pemberian grade menjadi tidak sesuai dengan ketentuan perusahaan. Penelitian ini mengembangkan sistem penilaian kinerja operator menggunakan kombinasi ukuran penilaian objektif dan subjektif yang didukung dengan aplikasi Sistem Pendukung Keputusan (SPK). Ukuran penilaian yang menjadi indikator kinerja operator diidentifikasikan terdiri dari 4 sub kriteria objektif dan 10 sub kriteria subjektif. Lalu diberikan pembobotan menggunakan Analytic Hierarchy Process (AHP). Selanjutnya dilakukan penilaian terhadap kinerja operator berdasarkan kriteria dan sub kriteria penilaian. Aplikasi SPK Penilaian Kinerja Operator dikembangkan berbasis Spreadsheet yang terdiri dari 8 worksheet dan 6 form. Penilaian kinerja dengan bantuan aplikasi SPK yang dikembangkan memberikan hasil penilaian yang berkisar antara 3,228 dan 4,612. Dengan pengurutan nilai kinerja, maka pemberian grade menjadi A=2 operator, B=9 operator, C=21 operator, D=8 operator, dan E=2 operator.

DESIGN OF OPERATOR’S PERFORMANCE APPRAISAL DECISION SUPPORT SYSTEM BASED ON COMBINATION OF OBJECTIVE AND SUBJECTIVE MEASURES

Abstract : The textile manufacturer in Tangerang has a Spinning unit to produce yarn for textile material. Performance appraisal of 42 operators in the Spinning 3 unit has grade of A/B/C/D/E, in order to arrange incentive for operators. Company’s rule for the grade of performance appraisal is A = 5%, B = 20%, C = 50%, D = 20%, and E = 5% of all operators. Currently, the Spinning 3 unit only uses attendance criteria to appraise operator performance, so it is difficult to distinguish between operator performance and the grading is inconsistent with company’s rule. This study develops an operator’s performance appraisal system using a combination of objective and subjective measures supported with Decision Support System (DSS) application. It identifies the measures of operator performance indicators that consist of 4 objective sub criteria and 10 subjective sub criteria. Then it defines weighting factors using Analytic Hierarchy Process (AHP). Furthermore, it assesses operator performance for each criteria and sub-criteria. DSS Application of Operator’s Performance Appraisal is a Spreadsheet application with 8 worksheets and 6 forms. Performance appraisal supported with DSS applications provides the result that shows the performance are between 3.228 and 4.612. By sorting the performance, the grade is given to A = 2 operators, B = 9 operators, C = 21 operators, D = 8 operators, and E = 2 operators.
